Background: 1. you need to have Messaging add-on and to enable the option from the form Setup for applicants to contact you from the Submission Platform 2. you need to have the Collaboration mode allowed for your form parts
If these two criteria apply, you should know that collaborators cannot start a conversation from the submission platform: they can see the button "Start a new conversation”, but when clicking on it they will land on an error page.
