On Submission Platform, if you have allowed Collaboration on your Form, the project submitter/applicant will not be able to invite a collaborator. More specifically, the "OK" button is disabled.
Our team is working on resolving this issue.
Current workaround: The Admin user can add collaborators in the project record, in Project Management tab, Collaboration Mode section.
